On April 11, the Tariff Commission of the State Council announced that it would raise the tariff rate on imported goods originating from the United States from 84% to 125%, effective from April 12. According to the Zhitong Finance APP, on April 11, the Tariff Commission of the State Council issued an announcement regarding the adjustment of tariffs on imported goods originating from the United States. The adjusted tariff rate specified in the "Announcement of the Tariff Commission of the State Council on Adjusting Tariffs on Imported Goods Originating from the United States" (Announcement No. 5 of the Tariff Commission in 2025) will increase from 84% to 125%, effective from April 12. Given that there is no market acceptance possibility for U.S. goods exported to China at the current tariff level, if the U.S. continues to impose tariffs on Chinese goods exported to the U.S., China will not respond.

Announcement No. 6 of the Tariff Commission in 2025
On April 10, 2025, the U.S. government announced that the tariff rate for "reciprocal tariffs" on Chinese goods exported to the U.S. would be further increased to 125%. The U.S. has imposed excessively high tariffs on China, which seriously violates international economic and trade rules and goes against basic economic laws and common sense, representing a unilateral bullying and coercive practice.
In accordance with the "Customs Law of the People's Republic of China," "Foreign Trade Law of the People's Republic of China," and other laws and regulations, as well as the basic principles of international law, and with the approval of the State Council, starting from April 12, 2025, the tariffs on imported goods originating from the United States will be adjusted. The relevant matters are as follows:
-
The tariff rate specified in the "Announcement of the Tariff Commission of the State Council on Adjusting Tariffs on Imported Goods Originating from the United States" (Announcement No. 5 of the Tariff Commission in 2025) will be adjusted from 84% to 125%. Given that there is no market acceptance possibility for U.S. goods exported to China at the current tariff level, if the U.S. continues to impose tariffs on Chinese goods exported to the U.S., China will not respond.
-
Other matters will be executed in accordance with the "Announcement of the Tariff Commission of the State Council on Imposing Tariffs on Imported Goods Originating from the United States" (Announcement No. 4 of the Tariff Commission in 2025).
