Statement
China Association of Automobile Manufacturers
On December 2, 2024, the U.S. Department of Commerce announced new export control regulations under the guise of national security, placing 140 Chinese companies on the entity list and adding more semiconductor products, such as semiconductor equipment and high-bandwidth memory chips, to the export controls.
The China Association of Automobile Manufacturers firmly opposes the U.S. government's broadening of the concept of national security, the abuse of export control measures, and the malicious blockade and suppression of China. Such actions seriously violate the laws of market economy and fair competition principles, undermine the international economic and trade order, disrupt the stability of the global industrial chain, and ultimately harm the interests of all countries.
The U.S. government's arbitrary modification of control rules has severely affected the stable supply of U.S. chip products, and the trust and confidence of the Chinese automotive industry in procuring chips from U.S. companies are being shaken. U.S. automotive chip products are no longer reliable or safe. To ensure the safety and stability of the automotive industry chain and supply chain, the association advises Chinese automotive companies to be cautious in procuring U.S. chips.
The automotive industry is highly globalized, and the Chinese automotive industry has always been rooted in global development. The Chinese automotive industry is in a rapid development stage, especially the rapid growth of new energy vehicles, which is an important driving force for the global green and low-carbon transition and provides a broad market space for the global automotive industry chain. We welcome global chip companies to strengthen multi-faceted cooperation with Chinese automotive and chip companies, invest in China, jointly research and develop, and share development opportunities.

China Semiconductor Industry Association
On December 2, the U.S. government announced a new round of export restrictions against China, adding over 140 Chinese companies to the trade restriction list, involving various types of semiconductor products such as semiconductor manufacturing equipment and electronic design automation tools. The actions of the U.S. side once again undermine the fair, reasonable, and non-discriminatory consensus reached by the global semiconductor industry over the long term and the principles of fair trade of the WTO, violating the spirit of the World Semiconductor Council (WSC) charter that global semiconductor companies adhere to, and harming the efforts of global semiconductor practitioners to unite and cooperate. The U.S. government's arbitrary modification of trade rules has already caused substantial damage to the safety and stability of the global semiconductor industry chain. The China Semiconductor Industry Association expresses serious concern and strong opposition to this.
In today's era of global economic integration, the unilateral actions of the U.S. not only harm the interests of enterprises in both China and the U.S. but also greatly increase the costs of the global semiconductor supply chain. As U.S. export control measures continue to escalate, their backlash effect is also expanding. The arbitrariness of U.S. control measures against China has also caused supply chain disruptions and increased operational costs for U.S. companies, affecting the stable supply of U.S. chip products, which are no longer safe or reliable. Relevant industries in China will have to be cautious in procuring U.S. chips.
The development of China's semiconductor industry is rooted in globalization, growing and thriving through globalization. We will always adhere to open cooperation, actively deepen cooperation with semiconductor upstream and downstream enterprises in various countries, and promote the prosperous development of the global industry We strongly urge the U.S. government to respect industry consensus, return to the spirit of the WSC charter, uphold the common interests of the global semiconductor industry, and shoulder the responsibilities and obligations of a major power. The China Semiconductor Industry Association will uphold the fair principles and industry consensus established by the WSC and resolutely defend the interests of Chinese semiconductor companies and global supply chain partners. We call on enterprises in relevant countries and regions to strive to become reliable suppliers of semiconductor products, and we also urge the Chinese government to support the stable development of reliable semiconductor product suppliers.

Statement
China Internet Association
Recently, the United States has further intensified export restrictions on semiconductor products to China under the pretext of national security. The U.S. frequently adjusts regulatory rules, continuously escalates trade barriers, and disregards international trade rules, causing substantial harm to the healthy and stable development of China's internet industry, which we firmly oppose. The U.S. practice of generalizing the concept of national security and abusing export control measures to impose unwarranted blockades and suppression on China has shaken the industry's trust and confidence in U.S. chip products.
To ensure the security, stability, and sustainable development of China's internet industry, we call on domestic enterprises to proactively take countermeasures, prudently choose to procure U.S. chips, seek to expand cooperation with chip companies from other countries and regions, and actively use chips produced by domestic and foreign-funded enterprises in China.
Despite the U.S. neglecting the stability and security of the global supply chain, we should still insist on expanding self-reliance and openness. On the basis of ensuring security, we will continue to firmly establish and maintain win-win relationships with all parties globally, promoting the prosperous development of the global economy. During this critical period of the information technology revolution, China should work hand in hand with all sectors of the globe to jointly reach technological peaks and build a better digital future together.

Statement
China Communications Enterprises Association
Recently, the U.S. has added new export restrictions against China, placing 140 Chinese semiconductor companies on a trade restriction list, prohibiting most U.S. suppliers from shipping to these companies. The China Communications Enterprises Association firmly opposes the U.S. actions.
We believe that the U.S. is abusing national power under the guise of so-called national security to suppress Chinese enterprises, which is blatant economic and technological bullying, and a flagrant denial of the market economy principles that the U.S. has consistently championed, harming the legitimate rights and interests of China's information and communication industry and global consumers, including U.S. users. The U.S. should stop generalizing the concept of national security and politicizing economic issues, creating a fair, just, and non-discriminatory environment for the development of enterprises in all countries
The U.S. government continues to generalize the concept of national security, arbitrarily modifying regulatory rules to restrict the supply of chips and semiconductor equipment to China, which not only severely undermines international trade rules but also causes substantial damage to the safety and stability of the industrial and supply chains in China's information and communication industry. The trust and confidence of China's information and communication industry in procuring chip products from U.S. companies have been shaken, believing that U.S. chip products are no longer reliable or safe, and calling on the government to conduct a security investigation into the supply chain of critical information infrastructure and take strong measures to ensure the safe and stable operation of critical information infrastructure.
The arbitrariness of U.S. control measures against China has affected the stable supply of U.S. chip products. To ensure the safety and stability of the industrial and supply chains in the information and communication industry, it is necessary to be cautious in procuring U.S. chips. Relevant enterprises should expand cooperation with chip companies from other countries and regions and treat products produced by both domestic and foreign-funded enterprises in China equally.
China adheres to the concept of technological achievements benefiting all humanity and will further expand high-level openness in high-tech industries, including the integrated circuit industry, actively promote the global flow of knowledge and technology, accelerate digital and intelligent development, and continuously deepen mutually beneficial cooperation with all parties under the premise of ensuring safety, thereby broadening the market space for information and communication technology and product applications, achieving a virtuous interaction of high-quality development and high-level safety, and promoting the prosperous development of the global industry.
The China Communications Enterprise Association is a social organization representing the interests of China's information and communication industry. I express strong dissatisfaction with the actions of the U.S. side and will firmly safeguard the legitimate rights and interests of Chinese information and communication enterprises.
