
The "One Thing" system launched for retail pharmacies in Shaanxi Province
According to the Shaanxi Provincial Drug Administration, Ankang Hu Long Pharmaceutical Chain Co., Ltd. recently submitted materials through the government service platform and completed all permits in one go. This is the first case in Shaanxi Province of a retail pharmacy opening "one thing" business through online processing. It was introduced that in the past, enterprises handling the opening of retail pharmacies involved multiple municipal and county-level businesses, including drug operation licenses, Class III medical device operation licenses, Class II medical device operation filings, pre-packaged food filings, and standardized outdoor sign facility setups. Enterprises had to go through multiple departments and repeatedly submit materials in different business systems, which was time-consuming and labor-intensive.
To solve this problem, the Provincial Drug Administration, in accordance with the State Council and provincial government’s work deployment for "efficiently handling one thing," collaborated with the Provincial Housing and Urban-Rural Development Department, Provincial Market Supervision Administration, and Provincial Data and Government Service Bureau to promote the launch of the "one thing" system for opening retail pharmacies, piloting in Baoji and Ankang. A relevant person in charge of the Provincial Drug Administration stated that through reforms such as optimizing business processes, consolidating business materials, connecting business systems, and strengthening data sharing, the "one thing" system for opening retail pharmacies in Shaanxi Province can reasonably aggregate and handle multiple related "individual matters" together, reducing the application materials by 40% and shortening the processing time by more than 50%, achieving "one notification, one application form, one set of materials, one window acceptance, one inspection, and one network processing." In the next step, the Provincial Drug Administration will promote this system throughout the province to comprehensively improve the quality and efficiency of government services in the pharmaceutical field
