
TikTok Shop earns top safety score in Singapore TSR debut

TikTok Shop achieved the highest safety score in Singapore's 2025 E-Commerce Marketplace Transaction Safety Ratings (TSR), joining Amazon, Lazada, and Shopee with a four-tick rating. The TSR evaluates platforms on user authenticity and transaction safety. In contrast, Facebook Marketplace received the lowest rating with just one tick, accounting for 37.6% of the 11,665 reported e-commerce scam cases in 2024. Authorities urge consumers to use safer platforms and secure payment methods to avoid scams.

TikTok Shop made its debut in Singapore’s 2025 E-Commerce Marketplace Transaction Safety Ratings (TSR) and earned the highest safety rating, joining Amazon, Lazada, and Shopee with a full four-tick score.
The TSR, released by the Ministry of Home Affairs (MHA), evaluates platforms on user authenticity, transaction safety, loss remediation, and anti-scam effectiveness.
Carousell received two ticks, whilst Facebook Marketplace received just one tick, the lowest rating.
According to the MHA, there were 11,665 reported e-commerce scam cases in 2024—an increase of 19.2% from the previous year. Facebook Marketplace alone accounted for 37.6% of these cases.
Minister for Digital Development and Information Josephine Teo, who chairs the Inter-Ministry Committee on Scams, said scammers are shifting from telecom to online platforms as telco safeguards tighten.
She warned that platforms must do more to stay ahead, and the government is prepared to take regulatory action if necessary.
Consumers are advised to use platforms with higher safety ratings, check for verified sellers, and use secure in-app payment methods.
Authorities cautioned against using off-platform payments like direct bank transfers or PayNow, which remain common in scam cases.
