In accordance with the "Opinions on Further Improving the Insurance Compensation Policy for the First Batch of New Materials for Major Technical Equipment for the First Set" (Gongxin Bu Lian Zhong Zhuang [2024] No. 89) and the "Implementation Rules (Trial) for the Insurance Compensation Policy for the First Batch of New Materials for Major Technical Equipment for the First Set" (Gongxin Ting Lian Zhong Zhuang [2024] No. 64), the qualification review and funding application work for the 2025 insurance compensation policy is now organized. I. Support Scope

The support scope of the insurance compensation policy for major technical equipment for the first set in 2025 includes all fields of the "Guidance Catalog for the Promotion and Application of Major Technical Equipment for the First Set (2024 Edition)" (hereinafter referred to as the "Catalog"). Whole equipment is generally supported based on the number of sets; core systems, key components, and key supporting and basic parts of major technical equipment are generally supported based on batch numbers. II. Work Procedure

(1) Qualification Review

Enterprise Declaration. Manufacturing enterprises producing major technical equipment listed in the "Catalog" shall submit application materials to the local industrial and information technology authorities or affiliated central enterprise groups as required.

Recommendation Unit Review. Local industrial and information technology authorities and central enterprise groups shall conduct qualification reviews for enterprises in their region or group as required, focusing on the completeness and validity of the application materials, compliance of product technical parameters, and rationality of value, and form review opinions to be submitted to the Ministry of Industry and Information Technology Department Review. The Ministry of Industry and Information Technology entrusts a third-party organization to review the insurance compensation qualifications for the first set of major technical equipment and determines the premium subsidy amount based on a certain percentage of the equipment value, with a validity period of 5 years.

(2) Funding Application

Enterprise Application. After passing the qualification review, within the validity period of the premium subsidy amount, after completing the manufacturing, delivery, insurance, and full premium payment of the equipment, the equipment manufacturing enterprise shall submit application materials to the local industrial and information technology department, financial authority, financial regulatory bureau, and the affiliated central enterprise group as required.

3. Other Requirements

(1) Equipment manufacturing enterprises must strictly comply with relevant national laws and regulations, strengthen business control, and ensure that materials are true, complete, effective, and accurate. Those who defraud insurance compensation qualifications and funds by providing false materials will not be allowed to apply for relevant projects from the Ministry of Industry and Information Technology for 3 years and will be held accountable according to relevant regulations.

(2) Local industrial and information technology authorities, central enterprise groups, in conjunction with local financial authorities and financial regulatory bureaus, must strictly review and implement management requirements, conducting layered reviews according to responsibilities and authority to maintain the seriousness of the policy.

(2) Equipment manufacturing enterprises are encouraged to negotiate independently with underwriting companies to determine insurance premium rates and types based on risk characteristics such as equipment technology maturity, application scenario complexity, and historical claim rates.
