Strengthen the clean and efficient utilization of fossil energy, advance the transformation and upgrading of coal power, and replace scattered coal. Fully enhance the complementary and resilient levels of the power system, scientifically layout pumped storage, vigorously develop new energy storage, and accelerate the construction of smart grids and microgrids. Improve the electrification level of end-use energy, and promote the greening and low-carbonization of energy consumption. Accelerate the establishment of market and pricing mechanisms that adapt to the new energy system
