1. On May 15, the Beijing Municipal Bureau of Economy and Information Technology released the "Beijing Action Plan for Promoting High-Quality Development of Low-Altitude Economy Industry (2024-2027) (Draft for Comments)", proposing development goals, key tasks, and safeguard measures for the low-altitude economy.

2. Low-altitude development goals: 1) Within three years, the number of low-altitude-related enterprises will exceed 5,000, driving the city's economic growth by over 100 billion yuan. 2) By 2027, cultivate 10 leading enterprises with revenues exceeding 1 billion yuan, 50 supporting enterprises in core industrial chain segments with revenues exceeding 100 million yuan, and 100 technical service enterprises. 3) By 2027, add more than 10 application scenarios in areas such as emergency rescue, logistics distribution, air shuttle, intercity commuting, and specialty cultural tourism, and open more than 3 low-altitude routes to surrounding areas. 4) By 2027, establish security countermeasure capabilities covering various drones and "low, slow, small" aircraft, with multiple technology combinations and efficient coordination across high, medium, and low altitudes. 3. Key tasks for low-altitude development (partial list): 1) Strengthen technological innovation leadership in low-altitude: Accelerate standard formulation and develop R&D and design industries. 2) Consolidate the competitiveness of the low-altitude industrial chain: Support UAV, eVTOL, and other complete aircraft manufacturing projects, strengthen core components and material support, and promote the development of airborne and air traffic control systems. 3) Build a regulatory and operational service technical support system: Develop digital low-altitude flight and regulatory technologies, and innovate UAV testing and airworthiness verification technical services. 4) Create a national demonstration for low-altitude flight application innovation: Covering areas such as emergency rescue, logistics distribution, intercity commuting, and specialty cultural tourism. 5) Optimize low-altitude infrastructure: Takeoff and landing service sites, low-altitude routes, and enhance communication, navigation, sensing, and low-altitude intelligent networking.

4. Safeguard measures: 1) Establish a low-altitude economy work leading group headed by municipal leaders to address major policies, key issues, and important matters in the low-altitude economy. 2) Increase financial support, set up a low-altitude industry fund, and guide social capital and professional institutions to invest in low-altitude industry projects. 3) Strengthen central-local coordination and regional collaboration to form a joint development force. Gather resources from experts, research institutions, and upstream and downstream enterprises in the industrial chain. 4) Strengthen policy publicity, carry out popular science education activities such as "UAVs in schools", and enhance the cultural atmosphere of the low-altitude economy across the city.
