从应对局部地区财政压力、推动更多存量隐性债务 “由隐转显” 看，开展较大规模的存量隐性债务置换是应对短期风险与加强债务监控的必要之举。在受访专家看来，新一轮债务置换规模或将达到 6 万亿至 10 万亿元。地方政府可重启发行 “置换债券”，或继续发行 “特殊再融资债券”“特殊新增专项债券”，用于缓释地方债务违约风险，助力地方政府将更多精力和资源投入经济发展和民生保障中。
