Industrial Securities expects that with government policy support, sales pressure in Hainan is likely to ease. In terms of news, Haikou Customs data shows that from January to August 2025, Haikou Customs supervised a total of 20.43 billion yuan in duty-free sales in Hainan, with 3.148 million duty-free shoppers and 18.671 million duty-free items purchased. In August, the duty-free sales in Hainan amounted to approximately 2.105 billion yuan, a year-on-year decrease of 4.2%, with the decline narrowing compared to the previous month. Industrial Securities believes that looking ahead to the whole year, as the base period gradually decreases, and with increased support from the government and companies, the sales pressure in Hainan is expected to ease. At the same time, the recovery of duty-free same-store sales continues, and new channels for port and city stores are being developed, indicating that a fundamental turnaround for the company may be imminent.
On September 16, the Ministry of Commerce and nine other departments released several policy measures to expand service consumption, proposing 19 measures in five areas, including launching a series of promotional activities for "Service Consumption Season." On September 17, the State Council Information Office held a press conference to introduce policies and measures to expand service consumption. Deputy Minister of Commerce Sheng Qiuping stated that as of the end of August, there were over 10,000 tax refund stores nationwide, three times that of the end of 2024; from January to August, the number of people enjoying tax refunds upon departure increased by 248% year-on-year, and the tax refund sales amount grew by 98%
