其中提出，準確界定產品在中國境內生產。《通知》明確，本國產品應當在中國境內生產，即在中華人民共和國關境內實現從原材料、組件到產品的屬性改變。從具體情形看，在國內保税區、綜合保税區等海關特殊監管區域生產的產品，屬於在中國境內生產的產品；對醫療器械產品，取得藥品監督管理部門授予的準字號醫療器械註冊證的，屬於在中國境內生產的產品；其他產品，根據實際情況判斷是否在中國境內生產。
