John Moolenaar, a Republican member of the U.S. House of Representatives and chairman of the Special Committee on China, stated on Thursday that due to the tight supply of memory chips, the number of export licenses granted to NVIDIA (NVDA.US) to sell H200 artificial intelligence processors to Chinese customers will be limited. This situation arises from new export rules announced by the U.S. Department of Commerce this week.

In a letter to Commerce Secretary Howard Lutnick, he pointed out that the shortage of dynamic random-access memory (DRAM), a key component for AI accelerators, poses challenges under the new licensing conditions. The relevant regulations include requiring exporters to demonstrate that the products approved for export to China will not lead to supply shortages in the U.S. domestic market.

A spokesperson for NVIDIA responded that the company has always managed its supply chain effectively and can meet all approved H200 orders without affecting other products or customers
