Barclays economists believe that there will still be differences regarding the interest rate cut issue at the Federal Open Market Committee (FOMC) in September. "In our view, the main question is whether FOMC members believe that the risk balance is shifting from inflation to the full employment target." These economists stated in a report that members Waller, Bowman, and Mester are likely to support an interest rate cut, while Cook's remarks suggest she may support a rate cut in September. Federal Reserve Chairman Powell, along with members Williams, Jefferson, Barr, and Collins, may align during the September vote, and their views could determine the outcome. If Powell reiterates his hawkish stance from the July press conference at the Jackson Hole meeting, expectations for a rate cut in September may cool. On the other hand, if the communications from voting FOMC members fail to dispel market expectations, this could make a rate cut a certainty
